TRAN Committee adopt report on combined transport
On 10 July the European Parliament's TRAN committee adopted with large majority the report on the revision of directive 92/106/EEC for combined goods transport (Rapporteur Daniela Aiuto).
Key points of the adopted report:
- A road journey located outside of the Union cannot be considered as part of a road leg in combined transport. Setting a maximum threshold authorised by the road leg of transport for operations covered by combined transport of just 150 km.
- Flexibility to exceed or reduce according to suitable terminals
- Evidence allowed in electronic format
- Member states must take measures to support investment in transport terminals and transhipment points. Although the Commission proposes that the measures to improve the competitiveness of combined transport operations are voluntary, MEPs supported requirements in this connection with regard to the national authorities.
- Exemption from notification of state aids if investment lower than 35% of the total cost (to a certain extent backed combined transport support measures are not to be notified to the EU Commission.
- Cabotage and posting rules will apply to combined transport according to the European legislation.
Next steps: waiting for Council (Member States) position to be negotiated in trilogues.
UETR welcomes this vote and stresses that the application of cabotage rules is an encouraging signal. UETR hopes that a swift adoption of the other Mobility Package reports will follow.
