16 December 2011 – The plenary session of the European Parliament approved yesterday the resolution by MEP Mathieu Grosch on the Roadmap to a Single European Transport Area (523 votes in favour, 64 against, 37 abstentions). The resolution welcomes the new EC White Paper but asks for more short-term proposals, especially considering that “major goals of the 2001 White Paper were achieved either only in part or not at all”.
The resolution asks for a sustainable transport sector, with a reduction of the 20% of CO2 emissions by 2020. This target will be achieved internalizing external costs, improving infrastructures and co-modality platform, investing in newer and cleaner technologies. Concerning the Road Transport Sector, the resolution underlines the importance of Road Safety. The Parliament asks for a review of the regulatory framework governing driving and rest periods, a 40% increase in the number of secure parking spaces by 2020 (in order to make possible the compliance with these regulations) and improvement of initial training.
Concerning technical matters, the text supports standardization (both of control devices and load units) and a review on weight and dimensions’ Directive (proposing to authorize the introduction of EMS on certain routes, but only if the existing infrastructure and safety requirements allow it).
